Sir Joseph William Bazalgette (1819-1891) was chief engineer on London's new Metropolitan Board of Works from 1855. He designed and built London's sewerage system 1855-1880.
The BBC docu-drama Seven Wonders of the Industrial World (broadcast in 2003 and released on DVD in 2004) commemorated his achievements in episode 4: "The Sewer King."
The memorial to Bazalgette is found on the Victoria Embankment in London.
The bust was created by George Simmons in 1899.
The Latin inscription above the bust says: "Flumini vincula posuit."
In English: "He placed the river in chains."
The English inscription below the bust says:
"Engineer of the London main drainage system and of this embankment."
